I've downloaded and taken a quick look at Amaya.  It does have a
Microsoft version.  It might be helpful.  I do need to spend more time
learning about it to determine whether the ordinary computer user can
make intelligent use of it.

I do have an interesting fallback for what my colleagues need to do.
I've already created one Perl script that allows the user to upload our
newsletter.  The script also rewrites the appropriate webpages to
announce the newsletter's availability and link to it.  The user doesn't
need to know any HTML or even do any editting on their own.  It might be
possible to do that for some other set tasks.  That might suffice for
what my colleagues want to do.

Thanks for all the advice.  I've learned a good bit about Linux/Unix web
page editors.
