    your best be might be speakeasy.net's onelink dsl service, a "naked dsl"
(doesn't require a phone line service) that comes with one static ip address.

        my smartest geek friends like speakeasy. i had an account with them a
few years back and their tech support was superb. they even answered my linux
web hosting questions on my home server -- even though they were under no duty
to do so. 

         speakeasy runs their entire business using linux, so they treat linux
users well.
