I think the VT has to be somehow enabled by the BIOS initialization
code.  I noticed a setting in one of the BIOSes that I recently worked
with that enabled the virtualization, so I surmise that there are some
capability bits that have to be enabled,and that BIOSes that don't
offer it as a choice might leave it in the OFF state permanently.
