[FOSE] OMB to require standard Windows desktop by Feb. 1, 2008

What I can't figure out from this article is if OMB is (a) requiring a
certain configuration *if* you have Windows on the desktop or (b) if it
is also saying you *must* have Windows on the desktop. Does anybody
have any clear statement on that question?
If it is (a), than I don't see how it really impacts Open Source from a
technical standpoint [however there could be a problem of incorrect
perception that it they mean (b), especially if they don't spell it
out].
