There's about a gazillion ways to do this, but here's one set of ideas:
* Use the repo tools in yum-utils (e.g. reposync) to mirror the external
repositories to the selected server on your LAN
* Distribute a local-release RPM which builds on the fedora-release RPM
(and Provides: fedora-release and redhat-release) with its
own /etc/yum.repos.d/*.repo definitions, pointing to the LAN server
