NVU is good - http://www.nvu.com/index.php, but probably will not handle SSIs.  Can you set up a CMS or a Wiki for content?  I try to use the design tools to lay out my overall design and then use something else to build individual pages.

HTML have raised the question being able to add webpages if I am

will help out in some ways, it struck me that if there was a really good
open source, free editor out there -- at least for simple stuff -- that
might help my associates.

What thoughts do people on these lists have?
