NVU is good - http://www.nvu.com/index.php, but probably will not handle SSIs. Can you set up a CMS or a Wiki for content? I try to use the design tools to lay out my overall design and then use something else to build individual pages.

I'm asking because I am the webmaster for the Baltimore section of the
AIAA (http://www.aiaa-baltimore.org/ ). Some people who do not know
HTML have raised the question being able to add webpages if I am
unavailable for some reason. While I can create a few Perl scripts that
will help out in some ways, it struck me that if there was a really good
open source, free editor out there -- at least for simple stuff -- that
might help my associates.
What thoughts do people on these lists have?
