Are you using a bootloader? Grub or lilo? If so then you just add edit the
kernel parameters as it is booting and add a 3 to the end.

For example, for me running grub,

1. I hit any key to stop the automatic boot process.
2. I hit 'e' to edit the boot command
3. I use the arrow keys to move to the line: "kernel /vmlinuz-
2.6.18-1.2868.fc6 ro root=LABEL=/ rhgb quiet"
4. I hit 'e' to edit the command
5. I add ' 3' to the end (note the space)
6. I hit 'b' to boot the system
7. The system will now boot into runlevel 3 (which is what you were trying
to do with telinit 3) and xdm won't start
