This sounds like an ftp operation, or they'll have you down load a .msi
install in which case it looks like you need a MS system.
I don't think they are going to query "browser type", whatever that META
tag is, 
but the browser may be required to conduct https.

they might be leaving out the phrase "or equivalent or better"
