Not for over a year. There is a center (old police station) on 606 on
the west side of Herndon Parkway where you can register and find day
workers. 

There are no longer illegal workers in parking lots in Herndon that I
am aware of. This is based on the articles in the weekly papers and
that Herndon is 1 town over from me.
