It could still be either (or both) the PSU or motherboard. But I've seen 
this behavior more with a bad board, IIRC. The ATX power supply (assuming 
it's working correctly) will not remain in a fully powered-on state unless 
the green pin on the motherboard connecter is grounded. This can indicate 
that the board is doing something odd. I think it's less likely that the 
PSU will do this on its own, but certainly not out of the question.

As someone else pointed out, it may be both.
