I last upgraded{updated} 'locales' to 2.3.18.3 on 2007-03-08 or over a
month ago per my log file(s).
 (-: My desktop automaticily checks for possible updates nightly. :-)

Plus I just downloaded a small update to a different package a few hours
ago.

So possible the congestion is being caused by something else.
