There's always air strikes....

The basic problem is people are making money doing spam. You can't outlaw 
it because it crosses international boundaries. Even controlling it 
within the U.S. is going to involve shutting down hundreds of thousands 
of zombied computers whose owners don't even know they are sending spam.

Until we find a way to take the profit out of spam, it won't stop. Any 
measure we take will be matched by a counter-measure by the spammers.
