It's more correct to say that you blacklist the IP address.  I suppose you could rely on reverse DNS and blacklist the domain name, but I'm not sure how that would make things better.

Hopefully that won't be the case with CACert.  I guess there could be a company that specializes in SSL for SMTP and only they would be trusted.  But why shouldn't I be able to run my own mail server?

If you really want a "signed" solution to mail, then I think it needs to be done at the individual level.  I don't think my ISP should decide for me who I trust to send me mail or not.
