I don't know: It seems to me that "web developer/web designer" never
meant computer scientist, programmer, or systems admin.  It can, but
it may simply mean someone who has an eye for visual layout of
information on the web -- or gets paid as if they do. ;-)

If I say I'm a photographer, it doesn't mean I build my own cameras
and know everything there is about developing films in a darkroom --
especially given that people do so much digital photography these days
anyway.

And vice versa: A lot of IT people are under the illusion that they're
web developers as well as technical wizards, but they create some
butt-ugly web pages.  (Not that my own are any masterpieces,
certainly.)
