I am curious as to why you believe that the candidates that you seek "are likely not on [the] MA-JOBS" mailing list. Is the caliber of the participants on _this_ mailing list (or the DC LUG list) higher than on the MA-jobs mailing list? Or are the participants hereon more likely to have the necessary clearances?
FWIW, I have not been able to discern much about the nature of the participants on the MA-jobs list notwithstanding that I have been on that list for years. Apparently, the participants thereon use it primarily for posting job vacancies rather than discussion. On that list, there appears to be little discussion of, say, the job market, IT employment, IT employers, or jobs generally.
