I am not sure how to answer you with out sounding like a advertisement.
What you need is a HAI, Home Automation Inc system, my company does
install these security systems; they are expensive.
I have no idea if linux can interface with it, but the panel does have
an ethernet port so I would imagine that it wouldnt be hard.
The short end is that X10 is crap. It's a send and forget protocol,
and very clutzy. I believe that the industry is moving to something
better, but it's taking forever.
One reason that your X10 control box isnt talking to the X10 serial
module is that X10 is very sensitive to how your house is wired.
an HAI system could do every thing you want,
1. inclusion of cameras as well as infrared for motion detectors
2. send out status, photos, and alarm messages to email
3. same content to text messages to SMS to a cell phone
4. publish same content an internet website
5. optional connectivity to a professional monitoring service
and A/V stuff too..
check out:

But none of this requires or uses Linux. I can't see Linux used in any
of security systems, or any OS to speak of.. they may report to an
desktop and let you control them from there.
