Oh I'm aware... I've actually developed XML/XSTL/CSS based websites...  I
quit because politics of how to develop was greater than the actual
capabilities of those making those decisions.

the file size/download draw of web pages is rarely do to the size of the 
html being sent to it - it is the graphic elements associated with the 
page. i do not see that css would reduce the size of included graphics 
- css just lets you specify some layout attributes more easily
