[Novalug] Video Capture Devices

Here is my situation.

I have a T61P laptop.
I am taking it to Europe Summer 2008.
My wife's family has a family reunion video that needs to be captured and
converted to DVD from VHS.

I'm looking for a recommended video capture device that I can use with the
laptop.  Keep in mind the video will come off a PAL device.  Also, I would
like hardware encoding.

I'm not worried about the conversion software because I have some that does
both PAL and NTSC.

Any recommendations on a hardware capture device?
