[Novalug] workflow management (yes again)

In my zeal to move my E-mail server content to GMail managed, I
neglected the fact that there were novalug threads I wanted to keep
for reference.    As such -- I propose an earlier question again,
probably in new form.

If you were to leverage a solution for managing workload, would you
really use a ticket tracker or a bug tracker with the ability to
capture enhancements?

Some things to consider:
(client = requester)
1) client can submit work requests by E-mail/web/phone
2) client can see status of work request
3) client can search work requests
4) any change of status would alert client

Also -- I am really interested in solutions that have workflows.
Meaning, if "X" from group "Y" submits a work order, then "A" has to
approve it and then possibly "B" before release.  I know products like
TeamSite support this model, but are there others I should be aware
of.  These can be commercial or "free" solutions.   All should have
some sort of support options however.
