I am intrigued.

I would consider the crime discovered and what you thought the 'just'
outcome should be when weighing the options.

This is not the order I would consider, but it is an order
   CIA 
   Homeland Security
   Scotland Yard
   'local' authorities where the 'brains' are located 

I am sure there are many more...
