Stanford has a good reference online for Copyright & Fair Use.  See
point 3 in this section on the public domain:
http://fairuse.stanford.edu/Copyright_and_Fair_Use_Overview/chapter8/8-a.html

According to that the copyright owner (this may not be the original
author) can dedicate a work to the public domain.  This is consistent
with all information I've seen regarding public domain works under U.S.
law.  I'm not sure how laws in other parts of the world handle this.
