I know this came up a couple of years ago with regard to TV dishes. As I
recall, it was settled favorably, but I can't recall the details.
In any event, does he have your signature on a contract in which you
agree *specifically not* to put up your antenna? If the only thing he
has to go by is a home owners' association regulation, you might want to
look up the Pink Flamingo case.
A homeowners' association in Northern Virginia (MacLean, if I recall
correctly) took someone to court over some lawn ornaments. The judge
threw the case out and stated flatly that a homeowners' association has
no legal standing. Their sole recourse is to expel a member for
non-compliance with the regulations.
