How hard it is to replace the wiring depends on your house. With a single
story house with a basement you can string the new wires in the basement
and just fish them up through the wall at each location or run them up
from the basement on the surface of the wall if appearance is not
important. For cinderblock walls there is a product called "surface
raceway" which can contain the wires.
Depending on appearance you can run the phone wires along the ceiling at
the wall/ceiling junction and clip them into place with little clippy
things depending on layout of the house.
To pull them through the walls (if that was the original install) you can
clip new wires to the old ones and then pull the old ones out of the wall
pulling the new ones into place.
The difficult part is if you have a mouse problem and chewing on the wires
was the source of the short. Then you want to used armored co-ax or
surface raceway to protect the wires.
