Stop thinking that only a top-domain will do, and you have your answer.
For instance (and I'm *not* speaking for Tux here) if it's open source
related, simply getting a host name under tux.org doesn't cost TUX
anything. But of course, it means Tux has to agree to be semi-associated
with what-ever site you have. Similar, any other top-domain can have any
number of sub-domains and subs to those too. Lots of places like
"perl.org" and other subjects could run a list of sub-domains and they
alone would control access to it.
Secondary, there are lots of alternatives to ".com" ".net" etc.
.us for instance?
If you want a free market place, you have to accept that some will bet
on the price of a "good name". You can't both have control and a free
market. It's either one or the other. But look for alternatives. Google
etc. doesn't care if it's a .net, .com, .us, .org etc. domain name. Or
if it's a sub-domain ...
