[Novalug] Dell Inspiron 2500 - hardware issues

Folks,
 
I will be putting Ubuntu on this laptop once I can fix i, if possible. I
just picked this computer up on Freecycle. The owner said it didn't work.
She was right. 
 
I checked the AC adapter and it lights up. It is not a recalled item.
I checked the battery and it is not recalled.
I checked the laptop itself and that is not recalled.
 
All items are properly seated: RAM, Hard Drive, DVD, floppy, LCD screen,
etc. 
 
Any suggestions on a good place to bring it (CompUSA, Advanced 2000,
RetroPC). Or, are any of you PC/Laptop repair people?
