I believe this is normal behavior. I think BIND treats the info the same 
no matter where it gets it (local authority zones files or remote 
resolution), so the resolvers will still attempt to do a round-robin 
response if they're not also configured to serve up a fixed order. The 
resolvers will cache the lookups and try to do the "normal" thing and 
rotate the results.
