Where you choose to live determines your need for a car. I have
friends who live in DC, NYC and SF and don't have cars. They use
public transportation and some commute outside of the city.
City living is possible w/o a car.
I could make life choices that allow me to live in Reston w/o a car
also. I walk/bike to the store on 'nice' days already. I use to
bike/walk to work (when I worked outside the house). I have taken the
bus to DC and other locations.
However, I choose the luxury of owning a car so I can travel on my
schedule and get where I need quickly.
