I was very tempted to change the subject to "Daylight Savings Time - What are your plans" but didn't. ;-)
I'm sorry, I've only been following this thread sporadically.
Are/is there a patch(es) available for the various distros or is this handled as a recompile of time zone info file. What is (I hate this phrase) "the best practice" here? Novell says (

to recompile using ftp://elsie.nci.nih.gov/pub/tzdata2007b.tar.gz for input.
I'm thinking about CentOS, RHAS and Mepis. Instead of digging through the various disto home pages, I'm wondering if there is consensus here.
Thoughts? What are your plans? Just recompiling seems a bit messy - a patch that updates compiled tz data files seems to be more "orderly" and would be able to be backed out if needed.
