Scott,

That used to be the case, but a toolkit called aircrack was released.
This includes an arp replay attack which dramatically reduces the time
required to crack WEP.

If this demo video cracks WEP in 15 minutes, it is old.  Newer attacks
claim the ability to break WEP in 1-2 minutes.  I don't have the link
on me right now, but you can search google for the paper.
