I tracked the problem just a few minutes ago. It turned out to be a bad 
cable. What was confusing me is I got different behavior depending on 
which device I plugged it into. With the sound card, I got static. With 
the chip on the MB, I got low volume.

Both were probably due to a bad connection, but the wire dangled at a 
different angle depending on which connector I used. The replacement 
cable works just fine with either device.
