[Novalug] OT: shipping Lenovo

So what would you say this means:
THE SHIPMENT IS BEING HELD BY BROKERAGE FOR REASONS BEYOND UPS' CONTROL

I'm more interested in getting a legitimate response from someone than
speculation.  Specifically the "by brokerage" piece I do not understand, the
rest makes sense. :)

I'm pleased that it did not take 3-4 weeks to ship (as expected), but
concerned about the shipment.  I'm assuming this is a customs related delay
given that the shipping origin is:  SHENZHEN, CN and is currently in
GUANGZHOU, CN
