Assuming from the context that you're talking "embedded in a web page"
and not "embedded hardware device", there's this thread

from 2002.  They mention both <http://www.jcraft.com/jorbis/> (a java
applet) and <http://www.freedomaudio.com/> (which I can't seem to even
load).

According to this

blog post, it seems that Adobe's supporting just about everything
EXCEPT ogg vorbis/theora in Flash9, so I wouldn't hold my breath for
even a Flash player that can play Oggs in the same way one can play
MP3s...
