[Novalug] Firewall question (newbie)

I am using Ubuntu 7.04, and am stumbling my way thru
basic networking.

I am using this machine for normal everyday web surfing,
and also to learn LAMP (Linux, Apache, PHP, MySQL).
I DO NOT want the world to be able to see or use Apache
or MySQL (or any other service I may have running).
Only localhost should be able to use these services.
Is iptables already configured to block outsiders 
from using these services, or do I need to change
a config file somewhere?
