[Novalug] Battery Disposal

I just ran into this issue recently.  I am in Fairfax county and lead acid
batteries are handled as recycling.  I thought it was hazmat, but it is
not.  This holds true for full UPS units with the battery as well.

My situation was that I did not know how to dispose of an old UPS that I was
upgrading to a better unit.
