[Novalug] Apache2.2, Debian and no pid being created

I finally upgraded my debian server to apache2.2. However, when I restart
apache2, no pid is being created but the server is listening on the correct
ports. I've tried to access a few of the sites hosted but
the browser never shows anything. I do a netstat on the server and I
can see the connection. At first I thought I had an issue with the
chroot
module, so I disabled it. apache2.conf shows the pidfile should be
written to /var/run/apache2.pid. I've checked the error_logs for
apache2 but nothing interesting shows up. Any ideas how to best go
about troubleshooting this sort
of thing?
