All I really know about the rungetty package is it's description in
the APT database.
 (-: I just happen to read about it sometime in the past and was using
Synaptic when you message came in. So I looked it up again. :-)

It's description gives me the impression that it's a replacement or
enhancement (in some ways) for the getty or mingetty packages.

There are ways to do the same thing with just "init", "getty" and
"login" but you really have to know all the in and outs to get it
working correctly.
 If you look within the Rescovery Is Possible (RIP) cdrom image code
  <http://www.tux.org/pub/people/kent-robotti/looplinux/rip/>
you will find a way to handle it with only those tools.
