Actually, yes they can at the border.  Refusal to provide keys is  
considered reasonable cause for detention and questioning at the  
border.  They can still only hold you for so long without chargers,  
but yes they can detain you.  Not as bad as UK, but still very much  
unacceptable.

Call your congress people, now.
