[Novalug] Application Needed for Organizing Volunteers

I'm looking for packages for web-based organization of volunteers - a 
few hundred. The site would be used for things like,

    * registering volunteers - including contact info
    * track events by date, time, title, sponsoring organization
    * allow for self-assignment to tasks on dates and times times
      scheduled by administrators
    * allow "administrators" to do things like send emails to select
      groups of the volunteers, e.g., all / those signed-up  (or not
      signed-up) for a specific event
    * produce reports of enrollees, who has volunteered for a specific event

A pointer to off-the-shelf software would be useful (I've done 
programing but I'm not a programer).
