Craig, how about turning the problem around a bit and looking at it
from a different angle?  Are there OTHER sites which you can not
reach when this problem happens or is the problem limited to just
the apsva site.  If you find you can reach some sites, but not
others, then perhaps a clue can be "data-mined" from that info.
