I had the same question, but resolved the issue by putting the
vampires ("off" devices that still suck juice) onto a power
strip (which in turn is plugged into the UPS) and turn off the
strip.  Even my PC still sucks 4 watts of power when "off"  I
have another power strip for the laser printer which doesn't even
HAVE an off switch on it

One reason I prefer turning stuff off during a power outage is
that I often find multiple on/offs of power when PEPCO is fixing
a problem.  I try to avoid these multiple surges until things
look stable.
