The article detailed the Whitehouse's attempt to replace Lotus Notes with an
Exchange based Rube Goldberg system of archiving mail which (depending on
one's level of cynicism) prima facie doesn't sound malicious, just
monumentally stupid.  I can totally believe that they thought their system
was sound.  Dumb system architecture can be found everywhere.
