There is a number of cheap chinese made "DVR" units all over eBay. Many of 
them are Linux based embedded systems. You add an IDE hard drive, and plug 
in your cameras (4, 8 or 16 of them). Some can do motion detection and 
alarm loops.

Ethernet, VGA conncetors, web interfaces are not uncommon.

The picture quality on mine (I think I paid $100) is meh, but it was 
cheap.
