I'd say Emerald isn't what he wants.  It's not supported by the Compiz
Fusion devs anymore, and is considered by its creator to be a pile of
spaghetti code that needs to be completely rewritten.  Compiz Fusion
devs are talking about replacing it, but in the meantime they recommend
sticking to GTK Window Decorator or KDE Window Decorator.
