For a bin (or binary) file, you need to run the binary file which is a compiled program.
One way in which to do that is open a terminal window.   On the command line:
cd Desktop
./GoogleEarthLinux.bin

Answer any questions it may ask you as you would like.

List pls correct me if I am wrong  but a package manager such as Synaptic (Gnome) or Adept (KDE) 
manages packages (files that conform to the .deb standard).   Package manages cannot manage binary 
files/code.
