Sounds like a corrupted SRAM framebuffer in the GPU.  It's not
totally uncommon to see this after heavy GPU utilization -- especially
in advanced 3D where the GPU is using all units and is not completely
cooled (often due to poor ambient temp in the case).  However, if you're
seeing the artifact pixels upon boot after the system has been cool, then
your GPU is overheading and likely needs to be replaced -- or at least
have its fan-sink cleaned out to improve cooling.

And yes, moving the mouse will induce these GPU pixel issues as the
overlay affects the framebuffer.

P.S.  This issue can also be caused by broken off capacitors on a card
or the mainboard, if the GPU is on the mainboard.  The caps will prevent
stray transients and other state changes at high speeds/signaling.

    Incidentally, there's another small symptom: moving the 
mouse often leaves a trail of tiny colored dots. Does that tell 
anyone anything?
