it is my impression that a partition is a set of tracks on a harddrive so 
i would consider it hardware. you can have one partition go bad and still 
have access to other partitions on the harddrive. giving you a chance to 
get your stuff off the harddrive which is telling you that it is toward 
the end of its life. 

on the other hand it is software that does the setting up of the 
partitions so depending on your philosophy of identifying things ....
