It depends on the hackerspace.  I hang out at HacDC and volunteer once
in a while but I don't pay the dues to get unrestricted access to the
building (which means having a key to the space and an access code for
the building).  The requirements for joining are hanging out there and
getting to know people (so when you formally ask to join at the
organizational meetings (which anyone can attend) people can say they
know who you are) and paying monthly dues ($50us for full membership,
$13.37 for associate membership).

Dues go toward paying rent, buying supplies, funding major projects
(like the RepRap) and classes (Noisemaker Thursdays, Microcontroller
Mondays), and covering sundry other expenses.  HacDC also funds itself
by selling components and stuff to drink out of the fridge - if you ever
need a handful of ATmega168 microcontrollers and a bunch of 555's in a
hurry you can buy them there and the proceeds go to the 'space.
