Most of what I've seen a need for is web development and web application
development skills and database skills:

HTML, CSS, JavaScript, PHP, Perl, JSP, C/C++ and .NET

For databases:
MySQL, Oracle and SQLserver

Python, Groovy, Actionscript, jQuery, Flex, Drupal  and Web Security skills
or familiarity are also somewhat in demand right now.

Luckily for us, the LAMP stack is on the rise in the Federal government
which is also being reflected in all the gov contractors and many adjacent
businesses.
