frequency wasn't specified. and there are legitimate reasons for
changing jobs.
and once again, job hopping all evens out. got every person you lose,
you gain another.
motion between companies does not change the average number of people
who you must clear. you need to expect to clear all your people unless
the demand for clearances decreases.

big difference. you can learn on your own, but only a company can get
you cleared.

and you didn't address any of my arguments. knowledge is an open ended
system, clearances are a closed one.
