The "server=" option should _only_ be used for _internal_ upstream servers.
A server like 4.2.2.1 (AT&T) should be in /etc/resolv.conf _instead_.

P.S.  DNSMasq is actually more useful for most private networks than ISC.
It is shipped and supported by Enterprise distros.  In fact, it's commonly used
with virtualization.  ;)

Until you get this working, turn off all your firewalls.

What does "server=4.2.2.1" mean. Is your dhsmasq server running on the 
4.x.y.z network? Perhaps you need a secondary address on the 172.16.0 
net for the interface that the PXE clients will talk to.

I think you'd be done by now if you just used the ISC stuff.
